Returning the optimal bandwidth in KDE

In an effort to make the KDE function easier to users, I suggest that NumXL should return the calculated optimal h value,  which is computed directly by the program.

    The optimal KDE bandwidth is planned as part of our next version 1.68 (CAMEL).
